MyCity v0.8 (Seaside) Update!

HEYAYAYAYYAYAYYAYAYYAYAYYAYYAYYAYYYAYAYAYYA!

This is the da biggest update everrrrrrr!

It adds:

1. Harbor (Gives money & people)

2. New Special Build Menu!

3. Dam that protects from tsunami! (In next update it will be changed)

4. Debug menu changed.... it will be not easy now to get into it...

5. Fixed some "smaller" bugs

Also, thanks to DiamondCat for helping and debugging!
